TfL are total jobsworths when it comes to representation. The law that the charges are issued under is tightly written and dictates what can and can't be used as a point for representation.
For example, hire agreements over 6 months can not be transferred - if you lease a car long term, you get charged, it can't be transferred to you for appeal. You can't even appeal on behalf of the lease company, because they only speak to the registered keeper.
If you have a short term hire agreement, but are trading as a Ltd company, you cnat have it transferred - each rental agreement must have a date of birth and driving licence number on it in roder to be transferred. I know Ltd companies do not have these, but TfL do it all by the letter.
The only way I have seen this cancelled under mitigation is when the reg has been mis-typed when paying for the charge, and even then it is a battle to find a sensible operator in the call centre.<--- Nothing to see here - move along --->0 -

congestion charges are unfair , yes
hence why we here in greater manchester through it out when we were polled about it in a "referendum" several years ago
it is divisive and as they were going to make it the area within our M60 motorway as a boundary it would have caused chaos as the motorway wasnt designed to be a boundary nor to act as one
there would have been some people paying nothing as they travelled across manchester outside of the boundary and yet others penalised for working within the boundary, or for living in the boundary
if they tried it again, I think the majority for rejection would have been even greater than it was (its all about the money , not congestion , just like so called "bus lanes")0
