PCN by UKPC and Debt Recover Plus problem.

Hi there,
I live in a flat and own the parking spot provided you need to display a parking permit.
The trouble is my cousin came and visited me and parked at my spot but I did not gave him the Parking Permit to display on his dashboard. Hence a Parking Charge Notice issued. £60 paid within 14days and £100 later.
Immediately I appealed online the next day. An auto reply asked me to wait for 35 working days before contact them again if there is no response.

2 months later (November), Debt Recovery Plus Ltd sent me a letter with a £160 fine and to pay up by 24th November or they will take me to the court. I called them up told them I am still awaiting decision from UKPC. They said UKPC passed it to them because I ignored the email sent on 3rd October, which saying the fine is reduced to £15. I clearly did NOT receive the email. I check my inbox on a daily basis. I would have paid £15 charge if I am aware of it. I was being accused of ignoring it and not pay up. If I intend to do so, I would not even care to appeal at all. I called UKPC and they asked me to pay £100 because I ignored the email, which I did not received.

The car is not mine but I do not want my cousin to get in trouble. What should I do now?

    debt recovery plus CANNOT take you to court , STOP ringing them!!!! they only want money!!

    I would suggest that if they have lowered the charge to £15 then they have not got a foot to stand on!

    when you appeared did you actually give them your email address?

    what did you tell them when appealing , did you say whos car it was , did you say you were driving ? they have obviously not been to the DVLA to get details

    Your cousin parked in your spot? Presumably in his car. How did that jump to being your problem?????

    If you weren't driving, did not park the car and it isn't yours, then this defeats me completely.

    If I have my facts correct, let it proceed without any further action on your part and get our help if court papers arrive. Should be the easiste win ever.....unless you have written something stupid in your appeal.

    I have to put my email address when I appeal online. Otherwise I wouldn't receive an auto reply email.
    I did not tell them whose car it was. I scanned my parking permit and attached in the appealing form mentioning I had the permit but did not display on that car. I did not say I was driving.
    True that they have not get the details from DVLA.

    Yes, he park in my spot. The parking is allocated to me only but any car can park on it with a permit. It's not my car, I'm not the driver. I just help my cousin to appeal and settle it since he visit me and got this charge.
    I do not remember what I wrote in my appeal. I do not think I wrote anything stupid. Probably just mentioned I did not display the parking permit on the car.
    Will it be too late if court paper arrive??
