PCN - one letter wrong in licence plate

Dear Forum readers, I received a PCN for £100 after parking at Banbury station. I paid the £7 fee online but typed the licence plate in wrongly by one letter (it was a hire car). I appealed showing I had paid, but they declined the appeal although offered to reduce the charge to £20 if I pay up in 14 days. This offer is withdrawn if I appeal to POPLA.
Suggested next steps?
Many thanks

Read the sticky thread for NEWBIES then appeal to PoPLA.
If the car park is covered by Byelaws you need to drag this out past six months. PoPLA are putting all Byelaw appeals on hold at the moment so if they apply, make sure you put the word BYELAW in bold in the heading as well as the appeal so it gets put on the correct pile by the assessors.
There are some template appeal points in the NEWBIES thread for you to use, so that is your starting point. If it's a Byelaws case then you have an extra appeal point. In any case you should have, points including, not the landowner, no standing to bring charges, inadequate signage, if you didn't admit you were driving then non-POFA 2012 compliant NTK, plus anything else that is relevant.I married my cousin. There are example POPLA appeals around which include all the usual arguments plus the fact that applying a penalty for a typo is unconscionable, contrary to consumer law and (in most cases) the signs do not make it clear that typing in the VRN correctly is anything more than a mere 'instruction' for information.
i.e. the signs do not clarify transparently that it is an onerous obligation which can give rise to a fine.
And they fail to make clear that this term (inputting the VRN) has a 'commercial purpose'.
It's on other POPLA appeals from Sept/October as I recall writing one like that.
The usual POPLA appeal points - other than that specific one - are in post #3 of the NEWBIES thread.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
