UKPC - getting differing advice

I received a ticket from these guys (UKPC) after parking in a University Hall of Residence car park a little while ago.

I shouldn't have parked there, the restirctions are on sign posts, but I knew it was out of term time, the students weren't there and I was literally the only car parked in there - no business was being lost, i didn't even think there would be warden about (foolish now I know...)

However I came back to ticket...for £90.

Now part of me just wanted to ignore it as I'd heard in the past that they are only trying to make money and it's not legally binding etc.etc...

But then they sent me the first threatening letter and so came online to see if the law was still the same - I saw that the law had changed in recent years and so was about to start writing the appeal letter when I saw the below statement in the '**NEWBIES!!' thread

October - December 2016: UKCPS are banned from DVLA data! DO NOT APPEAL.

Now I'm not sure what to do - what does this mean - are they just banned between these 3 months - when they sent the letter they talked about how they're part of BPA and that they've used the DVLA to get to me etc...should they not have done this?

The ticket was a couple of months ago now though - so have they now been kicked out?

If anyone can shed any light on this it would be much appreciated - as not sure whether to send a letter now or ignore or stump up the £145 they now asking for?

I realise you guys get hundreds of questions like this, but it seems things keep changing so not sure what to do next :S

    UKPC are BPA members so follow the BPA advice in that newbies sticky thread

    and in any case, I think UKCPS are no longer banned, but as I said , different company , different initials too

    Neither. Come back if 'UKPC' (the firm are in the BPA) start a court claim. Defendable.
