Thes best at the moment - advice needed

Hi Guys.
Not been on in a while and as I was just reading through i realised what I have been missing out on.
OK I hope someone can point me in the right direction so here goes..
I have 9k to save although I might need to get at it (fingers crossed I don't - but better to be save than sorry).
So after reading through various threads I think i have come up with the right solution, but please correct me as I do not understand all this financial lark!!
Open two cash ISA's (one in my name other in OH's) = £6000
With the other £3000 open a top savings account and drip feed into a regular saver.
Am I right?
What I need now are the best ISA's, Savings and RS accounts on the market.
But if I am barking up the wrong tree - please let me know the best way to do otherwise

Assuming you have no debts, sounds reasonable to me. One other thing to think about is your tax position. Are you and your other half both taxpayers? Does one of you pay higher rate tax? You could give the £3K to whoever pays least tax to minimise your deductions.0
