Second CEO issues PCN whilst talking to first CEO

Has anybody come across this scenario or have ideas on how to get the PCN waived?
My daughter parked in a Council (Welsh) car park and bought a one hour ticket to attend a reading event for children in the Council Library. When she came out of the event, several other parents had received PCN by a CEO who was still in the car park. The PCN were discussed with the CEO and my daughter was involved with the discussion and was stood close to her car. Whilst she was involved with the discussion with the first CEO, a second CEO entered the car park, walked around the back of her and the car, took a photo of the car and issued a PCN as the time was now beyond the expiry time of the ticket. At no time did the second CEO make any attempt to speak to my daughter before issuing the PCN.
Any ideas? It almost seems like entrapment to me.

As we tend to major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there (but please note that a hotmail address won't work) and post a new thread; here's your link:

Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate) as they need to see all the small print.
PePiPoo has an excellent success record in dealing with council tickets.
