My meter hasn't moved in a week

What sort of meter is it OP ? There is an analogue meter which does stick and stays on the same number.The meter is a Sangamo Western. Occasionally digital meters stop but they are much more likely just to go blank screen.
Do as Cardew and others suggest. With digital meters put the kettle on and look for the red flashing light to go faster then slow when kettle switches off. There are many mess ups with meter cupboards with multiple meters,, they usually start off with a plot number on the meter which may or may not match the actual flat numbers..As a meter reader they are the bane of my life. I know of one block of flats which many years later are still not sorted out and they are still mixed up.Tenants come and go quickly and they can t be bothered to go and do a kettle test to see which is their meter. You cannot trust a serial number sometimes to match your meter.The kettle test is the best way.This is a system account and does not represent a real person. If you can get a mate one of you can be looking at the meters and the other one in the flat and using moblie phones call the person at the meter and turn kettle on and mayby the oven/cooker on so it will use a lot of electric and the person looking at the meter can see which one is moving and then while still on the phone turn the kettle/oven off and try again in a min and then you should see which meter is spinning ot recording the usage.
The meter spinning may not be the one you think is connected to your flat and a mistake may have happened.
Another idea is if one of the meters which you think is yours and is not moving at all do you know for sure if all the flats/dwellings are occupied as the meter that is not moving may well be for one flat that is empty and not using any power and the meters may have the wrong meter labeled to your flat.
Just an idea as my mates son had a simular problem 3 years ago and it turned out that the landlord had given him wrong meter details.0 -
Thanks all. It's a digital meter. I notice it says "no load" and has RED on it, so I guess it could very well have been tampered with. I'll do a kettle test tonight.0

The RED displayed does mean that someone has tampered with the wiring and Reverse Energy has been Detected.
Your supplier will likely replace this meter as the RED indication is not easily reset on site and then fit new tamper seals to the new installation.0 -

Red does not mean that someone has tampered with meter. Nowadays with all the solar panels around Red, or reverse electric discharge ( I think ) or reverse energy detected , take your pick ..is a common sight on digital meters so in general R.E.D is not a fiddle.However, in a block of flats it may well be .If the meter has nt advanced then I suspect that under the lower cover there will be a small link wire between two lives which has stopped the meter from moving..Don t try and remove it because the centre screw could possibly be live . It has been known many times I m told by Revenue Protection that the screw has gone through the link wireThis is a system account and does not represent a real person. Just trying to help you all with facts, so in future you don t give incorrect advice about the rED. rED appears all the time on every digital meter with a solar panel system.99.9% of the time rED is not a tamper. In this case it may well be an attempt at a tamper or an actual tamper with the link wire still in place as it is a meter cupboard for a block of flats. I have found meter bypassing in meter cupboards with multiple meters a few times.
The warning about touching the screw which holds the lower cover in place holds good. It could well be live. There is usually a seal in place to protect the lower cover but just because a seal is not there it does not mean someone has been tampering the meter. It just means the meter fitter could nt be bothered to fit one or he had run out. I see whole estates where there are no seals in place on any of the electric meters.This is a system account and does not represent a real person. Well I'm slightly concerned I did the kettle test last night, after being sure only one neighbour was using their electricity, and several meters were all flashing at once! Perhaps coincidental (I'm hoping) and that my flat isn't connected to a few...
That said my meter wasn't flashing when I turned on various things. Would it still do that if ReD is written on the meter?0
