can I transfer photos from a phone to a digital photo frame without a computer .
What would be the best type of photo frame to get to do this.

A wireless one, they are not cheap but I'd have concerns about the security of the device. They probably have security vulnerabilities and the manufacturer is most likely not to patch any future discovered ones either.

Save all your photos onto your phones internal memory. Insert a removable memory card into your phone. Transfer all photos onto memory card remove from phone and the insert memory card into digital photo frame(you may need an adaptor).

OTG cable for your phone, small USB memory card reader and (Android) "Nexus media importer" or the "Stickmount" app. Your looking at maybe a few £ on all of the above.
I'm really not convinced that WiFi photo frames are worth the money and having the ability to read and write to USB drives on your phone is often invaluable for other reasons.
If you have an iPhone don't bother, you'll need official cables/accessories, it'll cost an absolute fortune and might not even work as Apple probably want to force people to use their own services/etc.
If you buy a WiFi photoframe and then Apple decide to release their own, you'll likely find yours will stop connecting to your phone after the next iOS update.“I may not agree with you, but I will defend to the death your right to make an a** of yourself.”

Me neither, hence the caveats I placed about both cost and security. Thinking about it again, they could buy a cheap 10inch frame and a wireless memory card reader which would get around the iphone problem:
