Parking Solutions 24 - Parking Charge

Hoping to get some advice on a parking charge.
Following a hospital appointment I returned to my car in the hospital car park to find a parking charge notice on my windscreen for £60, the company who've issued the charge is Parking Solutions 24. I wasn't parked in a bay as the car park was full, I was parked against the curb along with another 20+ cars. The parking charge states that I was parked in a 'strictly no parking' area. It also states that if paid within 14 days the penalty will only be £30.
Is this a legitimate claim and am I better off paying the £30 fine?

its an invoice , only a judge could determine if it is legitimate or not, its not got that far yet
