Hi, forgive me.
PCN for being 18 minutes over the 90 minutes allowed. I'm about to write the appeal letter.
Was checking the planning permission and company back ground, thought I'd share for thoughts.
In the planning permission, Eurocarparks description of the ANPR system design and purpose does not mention for fines for charges. Simply to monitoring traffic.

Hi,
I am unsure which 'letter ' to use. It was a letter PCN not a windscreen version. Does that matter?
Lots of advise just to ignore and stay strong but then there is an arguement to appeal.

Parking charge notice
We are using cameras to capture images of vehicles entering and leaving the car park and to calculate their length of stay. The signage, which is clearly displayed at the entrance to and throughout the car park, states that this is a private land, the car park is managed by Euro Car Parks, that the maximum stay authorised is 90 minutes, along with other terms and conditions of the car park by which those park in the car park agree to be bound.
This parking charge notice xxxxxxxxxxx has been issued because the vehicle exceeded the maximum parking time permitted at (address) by 18 minutes. By remaining at the car park for longer than permitted, in accordance with the terms and conditions set out on the signage, the parking charge is now payable to Euro car parks as the creditor.
You are notified under the paragraph 9(2)(b) of schedule 4 of the protection of Freedoms Act 2012 that the driver of the motor vehicle is required to pay this parking charge in full. As we do not know the driver's name or current postal address, if you were not the driver at the time, you should tell us the name and current postal address of the driver and pass this notice to them.
You are advised that if, after 28 days from the date given( which is presumed to be the second working day after the Date Issued) , the parking charge has not been paid in full and we do not know the both the name and the current address of the driver, we have the right to recover any unpaid parking charge from you. This notice is given to you under paragraph 9(2)(f) of schedule 4 of the protection of Freedoms act 2012 and is subject to our complying with the applicable conditions under schedule 4 of the act.
Should you provide an incorrect address for service or identify someone who denies they were the driver, we may pursue you for any Parking Charge amount that remains unpaid.

2 SYSTEM DESIGN
The site is the car park for Church Farm Retail Park which has a number of retail shops and
restaurants around the car park. The site is managed by Burley Development Group. The
ANPR will be used to monitor any entry and exit to the site. This information will be used to
see the flow of traffic within the car park and allow retailers to identify busy shopping periods.
It will also be used as a security measure to monitor vehicle registrations.0
