PCM discrepancy between signage & NTK

Hi All

PCM issued 2 PCNs while the car was parked more than 10 meters away from any signage. No PCN sticked they just sent NTK by post although the photos taken by their porter.

the signage shows it's contractual agreement but the NTK talks about Schedule 4 of Protection of Freedom Act 2012.

my question is which appeal form i can use the one depend on POFA 2012 or IPC members.

Note: I sent to PCM a year ago cancellation of contract stated that there is no contract between them & myself now or in future and they contractually agreed to pay me £500 if they issued any PCN to any of my property.

now send them an invoice , followed by a letter before claim followed by court action , you threaten , now follow it thru

now with the IPC , so do NOT expect a fair appeal system
