Builder couldn't do job but still wants to be paid

My Dad is a fabric trustee for the local chapel and was asked to get someone to fix the vicarage floor. He got three estimate and went with one for £600. I'd call his bluff. Even if he does take it to the paper how is he possibly going to look good in the story 'builder can't do job because he is too busy, recommends mate to church who does job and gets paid for, builder #1 now wants paying £200 for naff all .... out of the church coffers' I wouldn't imagine it would do his business much good for publicity like that.
