Parking fine

I am writing this as I am so upset and I need some advice. I received a fine for returning late to my car by a private company, due to my grandmother becoming unwell when dropping her off at a hospital for an operation. I parked at the 30 minutes free/max as I was just dropping her off and just leaving her there for an operation so would have been enough time normally but on arrival to the ward my grandmother became unwell and worked herself up and was unable to breathe. The DR asked me to stay and help calm her. I was an extra 40 minuets. When I got back to my car I found the ticket. I went on to appeal my fine and even sent details of a nurse and the wards phone number as they said that they would back up my claim. From this, I did not hear anything for around 6 weeks so I assumed that my claim for appeal had been accepted and that the fine had been withdrawn. Much to my upset, I have now been sent a fine from a debt collection agency. The fine was £30 and is now £170 due to the late payment and the debt collecting agency adding their charge. I did not receive any notice that my appeal had been declined and that I still owed money. I was not given a chance to repay the fine with the parking ticket company. I have contacted the debt collecting agency and they don't want to know and just want their money. I am so worried they treat customers when my situation at the time was so stressful. They haven't even taken anything I have said into consideration about my grandmother. What is the point in offering an appeal when I have given a genuine reason? I am interested to know what appeals they do accept.

I don't know what to do next??
