Fine from a tip-off by a member of the public?

Hi all.

So I have just parked in a car park that I have parked in many times before at weekends, but never during the week. When I returned to my car I found a note scribbled on an envelope stating that I was in somebody's space and they will be sending a photo to the council. I read the sign closer and it is in fact permit holders only during the week, so I hold my hands up and admit that I was in the wrong.

My question is, if this person does actually send a photo to the council, will they act on it? It was my understanding that the ticket had to issued by a warden at the time, but some quick searching throws up contradictory things on this. Although on this occasion I was in the wrong, this seems subject to abuse if anyone can just send in a photo and say you were illegally parked.
