    It says both. "Thank you. Your form has been submitted. Submissions for this form are closed" appears next to a green tick at the top and "THANK YOU, YOUR SUBMISSION HAS BEEN RECEIVED". is in block capitals at the bottom. Maybe it means the form is now closed to you because your entry has been submitted.
