Never recieved a response to my appeal - now have a Notice to Keeper

Hi everyone,

I recieved a private PCN from Parking Control Management (PCM) at a residential estate on the 9th september, so I followed the instructions on the sticky thread and waited 26 days (I think thats what it says) then gave the set response on the thread, asking questions about the landowner etc, using the details of the registered keeper, as an appeal on the PCM website.
I never received a response to this appeal and had forgotten about it, but have now received a Notice To Keeper in the post, with a heavier charge (£140) than it was before. I don't even know why they've added another £40 on top of the original full fine.

I really can't afford to pay this fine so if anybody has any advice as to what my next move should be I would be eternally grateful!

    if you have appealed already then you can ignore it , or you can appeal again with the IPC template , same as before

    the NEWBIES sticky thread does explain what to do for IPC members as well as for BPA members, and why

    its not a "fine" either , its an invoice

    They surely can't be sending a NTK for £140 what do the car park signs say?
    Are you sure this isn't a debt collector letter?
  • This is the first Notice to Keeper I have recieved and its from Parking Control Management not a debt collector. The original PCN said £100 or a smaller fee if I paid quickly, but this one says £140 as the total now due
  • Won't ignoring this NTK end me up in a court dispute?

    Possibly, which usually ends badly for PCM when a case is well defended (which is what we do):

    At least it would then all be over, risk free because £150 is about what you'd pay even if you lost at a hearing! No CCJ or anything if you lose in court and then pay. No effect on your credit rating, nothing bad. So you may as well wait and fight if needed, no point paying and if you do, you are funding the next PCNs and joining their little game (don't!).

    I'll wait, but I'm a bit worried as to what my defence will be, other than that there was a vehicle blocking the sign and they never responded to my appeal

    Dear PCM,
    I, as the registered keeper, have already appealed the windscreen ticket (PCN), which was handed to me by the driver. For the avoidance of doubt, I have attached again the previous appeal.

  • BTW in the appeal on the sticky it said they were required to reply within 21 days which they didnt - where does it say they are required to and what does that mean for me/them? thanks
