    I don't see what Police Scotland have to do with it being stolen in the Merseyside area.

    It wasn't. Read the OP again. It was stolen in Aberdeenshire (possibly by a Scouser) and found in Liverpool.

    And stolen again in Liverpool when recovered by the police.
