Disabled Facilities Grant - Rental Property

After some advice on this one.
Long standing tenant now has mobility problems and was advised of LA Grant to make changes to bathroom facilities.
I have finally received some paperwork from the local council and they are asking for my permission to proceed.
The job is basically remove bath and replace with wet-room. The fact that they are only proposing to tile the area left bare by the removal of the bath I can deal with, along with the absence of any statement of works considering there is pipework and drains to sort.
Three other issues
1/ Tenants get HB and don't top up. LHA full rate is not paid for some reason but 95% of it is (LHA isn't reduced, just top rate not paid). So actual payments received are about 79% of current market rate. Tenants treat house as a home so I would be happy with full LHA rate and intend to ask why this isn't paid
2/ Grant states that tenant must remain in property for 5 years or part of grant can be reclaimed. I have no plans to evict them but if they if for whatever reason they leave then council can chase me for part repayment of grant
3/ No mention of any grant to put things back should they leave
