Question about NCP PCN please

I've read the newbie thread and have determined that I have received a NTK PCN from the NCP. I'm not clear as to when I should have received this letter or which template to use in response.
The date of the alleged incident was the 19th October. The letter was posted on the 8th November and the letter states the 'date of notice' as the 10th November.
This is a car park where you take a ticket on entry and then pay at a machine, or at the exit. You don't display the ticket and you can't actually exit the car park without paying (which they are alledging is what happened -number plate recognition). Unless they have evdence of me dismantling the barrier I'm not sure how I'm supposed to have exited without paying!

- Should the NCP have written to me within 15 days of the 'incident'? No mention of a windscreen ticket (which is correct as it isn't that type of car park)
- Is it worth providing 'evidence' to try to dispute it? I have the ticket from the day (it is a car park that records your reg on entry and links it to the ticket that you take. After you have paid, when you drive to the exit the technology reads your reg, recognises you have paid and lifts the barrier, so you don't physically have to insert the ticket on exit -There is no way of getting out of this car park without paying!) I also have a bank statment which shows the charge coming out of my account the day after, although I can't prove that the charge was a) for this particular carpark or b)for the day before.
- Can you advise on which template I should use please as the BPA template doesn't appear to fit my circumstances.

1) if they wish to invoke keeper liability from the keeper with the postal NTK , yes
if not , they can pursue the driver (if known ) , within 6 years
2) yes provide "evidence" but dont dob the driver in and redact any personal info
3) the BPA is designed to fit "all circumstances", but add a note that
THE DRIVER PAID FOR THE TICKET FOR THE DURATION OF THE STAY AND THE EVIDENCE IS ATTACHED
and
THE NOTICE TO KEEPER FAILED POFA2012 AS IT WASNT POSTED OR RECEIVED WITHIN THE 14 DAYS AS REQUIRED UNDER THE ACT
the template is deliberately designed to give nothing away, in ANY appeal0 -

the contract was formed by the signs , as you did not speak to a human being
if you abided by the signs , then the contract was complete
any machine or computer errors are their problem , not yours0 -

Just thought I'd post a quick update. I decided to try appealing to the NCP in the first instance as I had solid evidence that I had paid. They responded within the week and have cancelled the notice.0
