Browsers were never designed to display information identically. The web page supplies information to the browser, and the browser then decides how to display the content. This is so that portable devices, screen-readers, etc. can interpret the information and adjust their output to suit the user, but means that you can't guarantee that a webpage will look the same in all browsers.

So long as you stick to W3C validated HTML/CSS (http://totalvalidator.com/ can help you test this), the appearance should be *almost* identical in the main web browsers: IE, Firefox, Seamonkey, Netscape, etc.
