Well, not really - more specifically - reporting this clearly as a breach of the BPA CoP and the KADOE contract (which DRPlus are party to themselves, as their trading name PCS).
You need to show the DVLA and BPA the NTK and the DRP letter as attachments, and object SPECIFICALLY, not about 'harassment' but about DRP quoting that you will be liable as keeper when you cannot be, because CP Plus use non-POFA PCNs (see attached). Demand to know what the DVLA will do about this misinformation because PPCs have been banned from DVLA access for saying the same thing, so will DRP/PCS be now banned?
Add that stating and storing and processing wrong information (e.g. information suggesting this is a POFA PCN when it is not) is also a DPA breach which is another KADOE and BPA CoP breach, for which you are minded to sue for the distress and inconvenience of having to deal with this utter sh1 te*.
