When I exchanged contracts for my new build Wimpey house, I signed a long and detailed contract, some of which included clauses dealing with acceptable behaviour, this included amongst other things no commercial vehicles, no caravans, and various other things. Now my question is does this contract actually mean anything?…

OP is the road a private road? If it isn't then it should be "policed" by your district or local council. Therefore you need to complain to your local councillors so they are aware of the problem and get other people especially elderly and those with children in buggies to complain. (Use http://www.writetothem.com to do it for free.)

The reason people get parking restrictions etc enforced is because residents repeatedly complain to their councillors. Unfortunately some councils are quicker than others to set up and enforce parking violations so it could take you anything from a year if you have a financially motivated council to 3 years if they are useless.

I'm not cynical I'm realistic
