car insurance

Surely this depends on the contract? Cancellation fees aren't unheard of (if you have a less reputable provider). At the same time, like others have said, insurance is a paid contract. The two months cover don't get discounted, so it's reasonable that the insurance provider would want money. Without details on the policy/premiums, I can't comment on the value itself0

he sold his car and hes living at different address. i am not sure if he has got proof or not
We don't have all the information to give exact advice eg the size of the premium and whether he had made a claim or not.
As others have stated, he should have informed the Insurers, however a friendly and polite call asking for their help to resolve the issue may help. Offer to send them proof that the car was sold before the policy was due to be expire, this should prompt them to back date the cancellation of the policy (There may even be a clause in the policy confirming all cover ceases when you sell the policy which will help).
The back dated cancellation may reduce the amount owed.
In addition to this, he is entitled to a breakdown of what the amounts they are asking for comprises of.
If he is not happy with the results of the above, he can make an "Official Complaint" which they are duty bound to properly investigae0 -

Tell "your friend", paying monthly is a loan for annual cover and would need to pay it. It could ruin his credit. Good luck.0
