Have a huge service charge bill caused by freeholders errors

Hello, I'm feeling distressed as even though I have never missed a payment on my rent/service charges (I own a 25% share of a flat) everyone on our block has been given a bill of over £900 to pay because the yearly predictions made by our housing association were wrong. We have tried chasing them for receipts for the repair work involved in this bill but they refuse to send them as the contractors invoicing covers other properties in the area so i think the cost os spread out? Sorry I haven't got the info to hand but I was wondering where I stand on this? i am currently surviving on £50 a week and don't have a spare penny to pay them. Plus I feel like we're being penalised for their error? Also the stipulation of owning this property was that it had to be affordable and we all had to take an affordability test. If I'd known I'd be charged this much there's no way I could afford to live here.
They have been sending me letters to pay for a few months as I haven't felt pressured into dealing with it but also part of it is me burying my head in the sand :/
