Do it by post. Get a free proof of postage from the Post Office, copying in a friend / family member at another address. (i.e. Print and sign the letter, then photocopy it, then pop it in a separate envelope addressed to whoever, and post it at the same time in the same place, with proof of postage).
Hi , sorry for this dump reply but I have never done this before.
I am moving out abroad in 4 days so I'm not sure if I'll get a reply from Capital2Coast unless they send me an email.
So, I have post 2 letters, one to Capital2Coast and another one to my family member? My aunt lives in the UK so I could use her address.
I don't understand how this "copying family member" works.
Shouldn't I keep the proof of postage?
If I want to receive a confirmation that they have changed my address, shall I say something like "please send a confirmation that my address has been changed to this address " xxxxxx " but please do not use this address for any future correspondence"?

Yes, you should.
1) Write the letter to DRP telling them your new address, remembering to add at the bottom "cc. [name of person - your aunt for example]".
2) Print and sign it.
3) Get a photocopy of the signed letter, and write "COPY" across it, with the date copied, then sign next to the date.
4) Put the original letter in an envelope and post to DRP, remembering to get proof of postage.
5) Put the "copy" letter in an envelope and post to your aunt, at the same place and time, remembering to get proof of postage.
6) Keep the proofs of postage safe.
7) When you've dropped them in the post, email a copy of the letter text to the DRP email address, making clear that you've also sent a postal letter. In the email, either cc: or bcc: yourself (and ideally someone else) as proof of delivery. Also take a screenshot of the email. Keep both safe.0 -

Hang on. Take NO ACTION just yet. What date as on the PCN and what company number?
I would be very wary of contacting Capital2Coast to give them data because the current phoenix by that name is in fact OneParking, a different company who may not have even issued your 'PCN' if it was in 2014.

I received Notice to Keeper on the 28th September 2016 from "Capital2Coast"
However at the bottom (small print) says "Capital2Coast Parking Management is a trade name of One Parking Limited and is a business registered in England and Wales, Companies House No: 08267109"
On the NTK they even provided Capital2Coast address to send the confirmation that I payed the fine.
I have already sent the letter and emailed Capital2Coast...
In the upcoming 4 months I will change my foreign address twice and I wont be returning to the same UK address..
I hope this will all confuse them..0 -
Oh OK, so in fact you have a recent one from OneParking. That's OK then. Nasty firm, not one which deserves your money.
It is NOT a 'fine'.
I am glad yours was not an older PCN from the dissolved company Capital2Coast (different company number), so no worries that you have told 'OneParking t/a Capital2Coast' of your new address. Personally I would also email DRP with the new address only, no appeal nor comment about the charge, just giving the address for service of their daft letters. You can email them:

but you MUST give the DRPlus reference as well, which differs from the 'PCN number'.

Oh yes DRP letters a piling up. I will email them tonight with their reference. I hope they will reply

Doesn't matter if DRP don't reply! Who cares what they think, they'll probably treat it as an appeal and send back their template 'my findings' email (all over this forum!).
The important thing is to prove (later, if needed) that you did email and post your new address abroad to all parties in good faith, and keep that proof in case later, you get a claim to the wrong address from OneParking (or MIL Collections).
I hope someone in your family is still at the UK Address and will open your post in your absence...I think the parking firm might use the knowledge you are away, to try a sneaky claim to the wrong address. I warn you now.
If no-one will be there, instead pay the Post Office for postal redirection for six months to a relative's address in the UK who will then open & check all your post quickly. You do NOT want to have to set aside a sneaky 'wrong address' CCJ on your return:

Good, you will need to. These companies are that despicable.
I would set PO Redirection up for six months while you are away, and just after, then once you are back you can pick up the reins again.
