Hi - I received through the post a parking charge notice from Civil Enforcement Ltd dated 31/10/16 but incident was on 13/10/16 - does anyone know if there a legal time limit they have to have sent this letter within?

Depends on whether they are trying to invoke keeper liability under the Protection of Freedoms Act 2010. But this is for a bit later on.
The first thing you need to do is to read the NEWBIES FAQ sticky on page 1 of this forum and get the templated initial appeal (in blue text) off to CEL by their deadline and via the medium through which they require it.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

CEL never use the POFA.
zedster, no need to over-think this, it is EASY. CEL do not have to keep to a deadline but because they don't choose to use the POFA, as such, a keeper appellant with a carefully written appeal will WIN. Just follow the sequence of appeal then POPLA (if needed) in the NEWBIES thread.
CEL normally give up as soon as they see the forum template appeal (blue writing in the NEWBIES sticky). Copy & paste it and - as long as you are the named person on the V5, the person named on the CEL 'letter' - just add your name and address under your appeal and the date, plus PCN reference & your car VRN in the subject line of an appeal email to CEL. Simple.
I assume the PCN offers email appeals still?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
