Edna Basher's templates won't necessarily be about CP Parking. The name of the PPC is wholly irrelevant to the detail you need.
Substitute the name of the PPC EB was fighting to that of your own. You're looking for an absolutely identical match to your situation - doesn't work like that.

Re your NEWBIES tagline: NEVER IGNORE A PARKING NOTICE - I have just re-read the letter *properly* :embarasse and noticed that this is the third (apparently, I didn't receive the first!). And it stares that the deadline for valid written representations against this charge notice has expired.

Up the creek you may be, but its a dry creek, for which no paddle is required.
Whilst you shouldn't be using the side entrance, these things happen without a gate/barrier.
As for what has happened it could easily be interpreted as a double dip, where you visited the service area car park twice and it was counted as one stay , you should use that angle as a complaint to the motorway service area and it would be better not to mention the side exit/entrance in the complaint about the PPCFrom the Plain Language Commission:

If you are out of time for appeal, other than complaining to the MSA (as per Half-way's advice), then you just need to see what CPP's next move is. Probably impotent debt collector letters which can be ignored.
CPP have only been on one escapade to the county court in over 2 years (and that isn't necessarily about a parking charge, could just as likely be a supplier case). In that time they have issued around 200,000 tickets, and I'd guess that 50% of those have never been paid.

But, just so you know, they do have the balance of 6 years to pursue you to court. No one can forecast what they will do between now and 2022.
See what goes over the coming weeks and months. Come back if you're the first in the land to receive court papers from them, but no need to report receipt of debt collector letters - we've seen them all a zillion times and there's no further polite ways left to tell people to IGNORE them!Please note, we are not a legal advice forum. I would do as advised and send a late appeal to CP Plus anyway, based on Edna Basher's wording making it clear the keeper cannot be held liable. That's why I suggested using his wording because it is strong in the POFA issue of no keeper liability.
The reason why I advised that was because CP Plus cancel sometimes when they see they were sussed by a keeper (even late).
Third time of telling you what to do to resolve this, now I'm out...!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
