Unvented Heating Problem

Hi All,
Hoping that somebody might be able to help me out here. I am having an issue with my heating system at the moment.
I have an unvented system with the cylinder upstairs in the airing cupboard and the boiler down in the kitchen. I am using a Nest Thermostat which I installed about 2 years ago. Heatlink box is upstairs, nd thermostat is down in the hallway where the old one was.
When the next thermostat is set to off, the boiler keeps kicking in. The strange thing is that it is only heating the radiators on the 1st and second floor. The ground floor radiators are cold. I first noticed it when the thermostat switched off at 10pm, and half way through the night the upstairs radiators were still red hot, and the downstairs ones were cold.
I have read some stuff online, but nothing seems to be pointing me in the right direction? Any DIYers or heating specialists that might be able to help?
