Foreign taxes on flights

I phoned US Airways to order some tickets for a 1-way trip between Boston and Sacramento.
They told me that if I could give them the flight reference of my flight to the US from London, they could take the taxes off for me for this flight.
I was therefore wondering, which flight taxes are we allowed to claim back. Say you have a return flight to & from US, can you have the taxes discounted on one of the journeys as you aren't a citizen?
I would be grateful for any advice.

I wouldn't think so (I could be wrong though) but if that's the case...Airlines would owe millions of people money back hehe.
