That would be going beyond the jurisdiction of a District Judge in a County Court.
Someone would need to apply for a Prohibitory Injunction, which would be heard by a HHJ at High Court level, and would probably require legally qualified representation, which wouldn't be cheap.
I have been providing assistance, including Lay Representation at Court hearings (current score: won 57, lost 14), to defendants in parking cases for over 5 years. Pity, considering how many double dippers come up it would stop them dead in their tracks. Basically the system/company is not fit for purpose as they know its faults and prefer to ignore them.
