UKPC - Missed Appeal Deadline

My wife used my car one day to go to work as hers was in the garage and in a rush forgot to swap permits over and received a windscreen PCN. Due to a total lack of time and oversight on my part I forgot to investigate and attempt to appeal within the deadline and have now received a letter through the post for £60.
I am concerned with reading a lot of recent threads on here regarding court action, so what is the next best course of action I should take, just pay up?

appeal anyway , using the BPA blue text template
nobody here will advise you to "pay up"
and complain to the trust and get it cancelled , quoting the guidelines at them

permits are outdated , they should employ using a "whitelist" like asda and aldi (or lidl) and other places do (including as Excel do at the Peel Centre , Stockport)0 -

You don't need to draft on, it is already written for you as has been advised.
Appealing a windscreen ticket as keeper before the NTK arrives often means the PPC forgets to send a NTK at all. That automatically means it is non-POFA complaint.
Appealing after the NTK is not a problem, it just means the PPC have remembered to send it.

I have just had a letter from UKPC:In order to make a final decision regarding your appeal, please can you provide a copy of your valid permit to our Appeals Department within 14 days of this letter.
Failure to provide this information will give us no alternative other than to make our final decision based on the previous information received, at this stage a POPLA verification code will be provided.
So I guess I just sit tight at this stage and wait for the POPLA code?0 -
Yes, just wait. Hope they take their time and forget to send a NTK.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
