    there is no back up in place should someone not receive this one letter.
    If there is no response to the Life Certificate being sent they send another letter with a copy of the Life Certificate to be completed. Failure to return the second form generates a third letter and payment is suspended at that point.

    Are you saying that all of these letters have not been received?

    Are you set up as an "agent" to act on his behalf? Under normal circumstances if mail is to be sent other than his own address it is sent to the "agent". Do you get the uprating letter each year? I believe they still get one even if there is no increase because they are in a frozen rate country.

    It is no use belly aching about unfavourable currency movements and cost of telephone costs - it is his choice to live in the country he does.

    If so, he might be best advised to see what the MP can do for him before making any more attempts to deal with IPC.

    Well pardon me for at least expecting people at DWP to know what they are doing at the end of a telephone line. :(

    I can assure you, he has received NO forms, nor have I, as his back up UK address.

    Really? Then what is the purpose of the "proof of life" certificate, if not to remove people from pension payments and with fairly typical DWP efficiency, there is no back up in place should someone not receive this one letter.

    The purpose is to stop the large numbers of fraudulent situations where relatives carry on receiving the pensions of overseas pensioners who have died, estimated at over twenty million pounds a year.
