AS Parking Cornwall ignored informal appeal - Help needed

In August I received a PCN for not displaying a ticket in the Polzeath carpark (I did but it blew off the dash). Stupidly I rushed into making an informal appeal without reading the forums first and made the mistake of admitting I was the driver and appealing before they sent me anything in the post.
In the informal appeal I sent photos of both my ticket and the ticket of a family member who arrived at the same time which were valid when the PCN was issued. I also included receipts from a purchase made in Ann's Cottage (who supervise the carpark) during the period that my ticket was valid. I also appealed to Ann's Cottage to overturn the notice but they said they were not the landowner and could not do anything.
About a month later without responding to or even acknowledging my informal appeal they sent me a final notice saying I had 14 days to pay or they would initiate debt recovery. I then emailed on the 1st of October to say that they hadn't responded to my appeal but heard nothing back.
Then at the end of October I received a letter from DRP saying that I am now liable to pay £160. I rang them this morning to detail what I have just gone through and saying that if they did indeed reject my appeal (I assume they must have) that they should inform me and allow me to make a formal appeal. The person I spoke to said that since it had been passed to debt recovery I was no longer able to make an appeal, and if they sent me an rejection that I didn't receive then it was the fault of the Royal Mail. They also said that this is why AS did not respond to my email.
I've heard that even if you do appeal to IPC it rarely works, should I just suck it up and pay or can I fight this? Letters and tickets shown below.

Nobody here will suggest that you pay these scammers.
If you make a second stage appeal to the IAS kangaroo court, I believe you stand an 80% chance that it will be rejected. It is your decision on what you do next, but a recent court case was thrown out when the defendant was able to show that they had paid for parking, so I don't think you need to worry unduly even if it does go to court.

You can safely ignore debt collectors. The only thing they can do is send you poor quality bog paper or firelighters.
Never contact a debt collector at all, and never 'phone a private parking company.
They are not allowed to add on card payment charges, an they are prohibited from using premium rate 'phone numbers.
You can report this to the relevant bodies if you wish.
The parking ticket tells you to place it "this way up" inside the windscreen. This is what you did so you complied with their instructions. What happened afterwards is their fault because they used unfit for purpose tickets that can't be stuck anywhere. Why do you think they deliberately don't make them sticky?

The carpark was the Polzeath carpark attached to Ann's Cottage. I don't think it is council owned. I'll have another look at post #3, cheers.0

Thanks guys, it seems I messed up by admitting I was the driver and ringing DRP but I will just ignore their letters from now on and possibly play snap with them as one post suggested.
Will see if anything else happens.0
