I would start playing email tennis with Shirley or whoever at UKPC. Never mind the daft POPLA decision.
This charge is pathetic and doomed and in fact, your case is one where you should be reporting them to the ICO for a DPA breach in getting your data without reasonable cause, in the first place.
Here's a working email I have used a few times to rattle UKPC's cage into cancelling:

I would also threaten to sue the landowner as jointly and severally liable, for £750 (why not)?

That should shut UKPC up! Then if you want, you CAN issue a LBCCC and seek compensation for the misuse of your data which should never have been obtained & processed at all.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I have now received a letter from UKPC demanding £100 is paid within 28 days, if not this will be passed to the debt recovery agents and increase to £160. Then failure to pay the £160 may lead to court proceedings etc.
I presume it's best to ignore this at present as I have provided proof of payment, have a paper trail confirming this and should wait to see if UKPC proceed any further.0 -
Well ignoring them is the opposite of my advice immediately above your post! Are you not a cage rattler by nature? I would.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks for all the information and help so far.
I have now received a notification of debt recovery from a third party. I presume I should ignore this request and wait for the next step which is either UKPC instigating legal action to recover the charge plus extras or UKPC taking no further action and this going away.
Any advice welcome. Many thanks.0 -

Thanks, I missed the earlier post about misuse of data, DVLA etc. I will use that.
I already have a significant email trail with UKPC (which was advice from an earlier post) acknowledging receipt of information, proof of payment, providing photos etc. but I'll use template as well.
Cage rattling...........no problem!0
