This is just another begging letter and can be ignored. However, WH do take people to court so come back if you get a LBA.
FYI, WH are being investigated by the SRA for improprieties in their dealings with PPCs. You might therefore like to forward the correspondence to Duncan Allen here

Yes that is a ZZPS letter, a previous incarnation was discussed here on the BMPA website:
https://bmpa.zendesk.com/hc/en-us/articles/203747112-Wright-Hassall
BMPA advice:
''This is an example of where a company, ZZPS, use the letterheads of a solicitor and there is no check by the solicitor on the truthfulness or accuracy of what is said. If you get one of these complain to the Solicitors Regulation Authority about the number of factual inaccuracies - including there is no debt and consequently ZZPS cannot claim it or instruct solicitors.''
So with CEL, we know that if they do try court they currently file papers in their own name using a character called Michael Schwartz. When people here have had a LBCCC or a claim from him/CEL, we've found them relatively easy to write a defence for and you will find examples on the forum by searching for the name 'Schwartz' as a single search term.
You will not find any CEL cases lost. You will also not find any that even proceeded to a hearing as so far in 2016, they've ducked out along the way.
If you do get a small claim then over £200 would be a daft sum to panic and pay! The PCN was £100 and CEL can't hold registered keepers liable. So they would be stuck and certainly would not persuade any right-minded Judge that you owe £250 odd!
So the advice on that letter is ignore it (complain to the SRA online). But take seriously a LBC or claim (of course) from CEL themselves.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
