Parking on Double yellows on a Sunday in order to get a car off a driveway

Hi,
Im hoping someone can advise\help.
My OAP mum lives in a cul-de-sac and on the Sunday i visited i needed to get my car on her drive.
It was originally parked outside her house so i moved my car to the opposite kerb (with double yellows) moved hers round the corner and on returning to my car (2-3 minutes) there was a ticket on it and no attendant in sight.
The London borough is Newham.
It was 13:00 on a Sunday in a quite cul-de-sac!!!
The ticket says...
Contravention code 01 Parked in a restricted street during prescribed hours.
This convoluted procedure of moving cars has been going on for over 30 years due to the tightness of the cul-de-sac.
I cant see how to attach pics.
Do i have a leg to stand on?
Cheers
Rob

Is this a private ticket, or a council one?
If the former, who is it? If the latter, you're better off on Pepipoo.0 -
As advised, if this is a council ticket go over to pepipoo.com as they are the experts. You need an email address to post there but I don't think Hotmail accounts work for some reason.
Here we deal mainly with private parking tickets, so come back with the name of the company if that is the case.
You can post images here by uploading them to a web hosting site such as tinypic or photobucket, then post the URL here, but change http to hxxp.
Someone here will change them back to a live link. I don't know if that's how you post images on pepipoo though. Make sure all personal information is redacted, including your VRN and PCN number.I married my cousin. I had to...I don't have a sister.

As above, go to Pepipoo. A thought though ... aren't they supposed to wait a minimum period before issuing a ticket? (5 - 10 minutes). Or does that depend on whether or not there were also kerb markings as well as DYLs?0

If a council ticket and the lines and time plate correct sadly not much you can do. Most attendants also now take photographic evidence which you can ask for.0

Yes because the PCN wasn't for the dropped kerb, nor was it '02' re kerb blips, it was bog standard DYL code 01 so Newham are trying it on:
The CEO should observe for at least 5 mins (may nor be 10 but I think that's something else) to make sure there is no exempt activity going on, like loading/unloading.Contravention code 01 Parked in a restricted street during prescribed hours.
rob3770:
I would appeal this one all the way with pepipoo forum help, the OP has legs to stand on. Make sure you do not use a hotmail email to register with pepipoo and also, only start a new topic WITH PICS of BOTH sides of the PCN.
Come back & tell us when you win this one at NTO or adjudication stage!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

This is not true. If the CEO has not followed the correct procedure then the ticket can be successfully appealed and cancelled.I married my cousin. I had to...I don't have a sister.
