Walsall Council Joins IPC - they've been 'Gladstoned'

The Intergalactic Porkpie Consortium aka the IPC (proprietors: Hurley, W and Davies, J) have been advertising on their website that Local Authorities wishing to join, will get an introductory offer of the first 12 months membership free.
According to the blurb, "This progressive move will, for the first time, provide local authorities with access to unprecedented guidance, legal insight, support and service benefits for improving compliance, operational efficiencies and revenue recovery and minimising investment risks." This presumably includes the same unique interpretation of contract law which is seeing their PPC cases being thrown out wholesale by the Courts.
Anyone who is a Council Tax payer in the Walsall district, should write to their local councillor, querying why a respectable Local Authority would wish to be associated with this disreputable organisation.

I have been providing assistance, including Lay Representation at Court hearings (current score: won 57, lost 14), to defendants in parking cases for over 5 years. The PPC's who already subscribe should ask for refunds as they can get it FREE if they ask. IF NOT -- WHY NOT ?
Councis are already well placed to deal with parking including the
Traffic Penalty Tribunal which is truly independent unlike the
Gladstones/IPC/IAS kangaroo court.
Would the Department for Communities and Local Government (DCLG), the Department for Transport (DfT) really approve letting councils fall into disrepute with such a disreputable organisation.
Everyone should write a WARNING letter to their local council and local MP about the Gladstones incestuous system.
At least they will have been warned.
