    "Our policy on communal heating systems states that heating should be paid for in advance using PAYG meters, unless debtless billing cannot be provided, to prevent the build up of debt. We have considered your request carefully in accordance with our policy and there are no grounds on which we can make an exception."
    So it seems to be more a policy than anything else.
    As for the set up it says
    ...it has a communal heat system servicing all 219 properties within the development. Our plant room, consisting of 12 boilers, provides heat and hot water to all residents via the HIU present in all flats. This set up is very common in new developments. You should have been made aware of this by your own advisers when you acquired the property.
    Any ideas?
