Need quick help in wording of this letter about appointment I have

Cut out the part that mentions the town
"I would invite you to call "council office" on Tuesday 1st November 2016 between 11am and 12pm for a Housing Options Interview.
Does that mean I have an appointment between 11-12 or that I can drop in anytime between 11 and 12?

It is badly worded as it could mean call in between 11 and noon or phone them between those times, so if you do the wrong thing it's their fault for being unclear.0 -
The part "council office" I edited to remove the name of my local branch
The letter is longer but that was part I was unsure about, it does mention if not suitable I can do it by phone
Actually reading the letter more it appears it is an appointment as says.
I must advise you that failure to attend this appointment or contact the office will result in the instigation of a review process which could lead to the cancellation of your application.0 -

Yes the added paragraph does suggest that it is an appointment and I'd assume that it will last for that hour, so as advised, arrive earlier0 -
After all that just as I was getting ready to go, had someone out to fix my phone line fault so rang the place to ask if its ok to be about 10 minutes late and they decided to do it over phone.
On the phone they told me a few properties were coming up and they would do all they can to increase my points to get one of them.
That sounds positive
As well as that it seemed to be back to the normal thing, it seems it was a drop in between 11 and 12 rather than a whole hours appointment.0
