H.I.P.S. Refund on govenment failed ploy

Hi,
I have searched for information on this forum but cant find anything on this subject. (apologise if it has been mentioned if so could someone send me a link?)
I am requiring advice on the Govenment failed H.I.P.S. house selling package that they scrapped.
I am wondering if there is any advice on why this wasn't refunded to the people who forked out for this "Scheme" as the PPI scam was and is currently being refunded. I class both issues as being miss-sold these packages.
Any advice appreciated.

    Why would it be refunded. There was an obligation to provide Home Information packs, but now there isn't. Nothing missold about it, you had no choice.

    The only people who might have a case are those who trained/gained qualifications or otherwise invested to provide HIPS. But it's not much of a case even then.

    If you were selling a house and bought one to comply with the law, you have no case
