Euro Car Park Problem

Hi,
I got a euro car park ticket which I wished to challenge. I submitted my appeal requesting a POPLA code on 5th September 2016.
On 21st October, I emailed Euro Car Park cc'ing in BPA asking them for a response.
They replied on 21st October to say they had responded, and attached a PDF version of the letter they have supposedly sent to me on 22nd September which gives me a popla code.
I didn't receive this email until 27th October as it had gone in to my spam box, however the POPLA code has now expired.
I responded asking if they have proof of postage because I have never received this letter. I have checked my mail daily waiting for their response, I fail to see how I have mislaid it.
They have responded with the below, how do I now proceed?
Euro Car Parks are adhering to the BPA Code of Practise and have followed due procedure.
The letter was sent out on the 22/09/2016
Please note no car park operator/council/police send out any PCN/Penalty Charge Notice’s/Appeal Successful/Unsuccessful recorded delivery.
There is no legal or code of practise required.
