Outside Tap - Upper maisonettte - possible?

We have a rear garden and drive way, but no external water supply.
Our kitchen & bathroom taps are mixers so can't even attach a hose to run it out of the window.
I can't imagine we could have a pipe running down the builiding to a tap (such a long external pipe would freeze?) ?
If we wanted to tap into the mains before it enters the house could this be an option...? expensive job??
We are active gardners - even with our water butt, it's a real pain in the summer running buckets around. We can't easily wash the car and our drive badly needs pressure washed....
Any ideas...?

Mixer taps often have a screw in piece you can swap.
If you ran an insulated pipe down from inside you could isolate and drain for the winter.
(Also watch the summer heat can blow a pipe if stopped off full of water.0 -
Are you on a meter ? If so do it in your own gaff . In fact if you have a washing machine plumbed in just unscrew it and fit a hose into that and drop it out of your window . Is there any thing stopping you using excess water in your place also ? Make sure its ok on your lease and with your neighbours.
Edit .. if you haven't got a washing machine put a fitting in a decent place anyway and do above:cool: hard as nails on the internet . wimp in the real world :cool:0
