Removing old paint from concrete floor

Hi
we have concrete floor in garage which has been painted many years ago by previous owner.It is now little flaky and missing in centre areas.
we would like to remove the paint completely and then apply epoxy coating or so.
is there any ways i can get paint off completely.Hiring a sander for a day would cost about £100.
is there any chemical which would do the same job?

Do you need to remove all of it or just the loose flaking paint? I'm wondering if a pressure washer might remove any loose bits.0
