    This may not be helpful to you if you're deadest against reporting her. But I would seriously consider your relationship with her, and whether you owe her ANY loyalty at all. I would say not. She has stolen from you. It's not even a one off - and you say she's still doing it.
    Personally I'd speak to the police and get your file cleared.

    Sorry, meant to add - people who have good parents often cannot understand such an action. But some parents are not good - and I suspect that this is not the only poor behaviour from her in your life. Using your name for credit is legally wrong, and morally so. Report her and break free of being treated badly.
