    Quite, but it could be claimed that they are actually capable of high level communication, albeit by a different method, so don't get as high a score as someone who cannot communicate verbally or by reading or writing.

    Question 7 appears to be about verbal communication, both understanding and expressing.

    It is not about written or other forms of communication.

    Hence, you'd expect someone impaired with verbal communication, including some people with Aspergers, to score some points here.

    If you're questioning why it's taken into consideration then you'd have to ask DWP. Personally I can see why it would be included as not having the ability to fully express and communicate verbally is a pretty basic thing. Not having that ability would incur additional costs to living.
