Getting picture albums on to iPad

I normally consider myself quite tech savvy but I'm struggling with this one.
I have a couple of photo albums I want to upload to my iPad from my PC. I go to itunes, photos, tick sync photos, and select the albums I want to upload. They load on to the iPad, but they only appear in 'Photos' where you can see them year by year. But they don't appear in albums where you have camera roll, selfies etc.
I'm sure I had this before but I'm at a loss as to how to do it again. :undecided
