TPS PCN to my old address - I was not driver

My husband got a PCN from TPS years ago for leaving the car park on foot. He thought it ridiculous so ignored it and sure enough it did go away after lots of hassling letters, then he overstayed and ignored and that went away. 1st Oct however on a shopping trip he overstayed in the same car park in Wales ( having bought some stuff and had a meal in Dunelm's cafe and then strolled into town but probably thrown the receipts away) and being the registered keeper I received the PCN though to my old address as I have not yet changed it with DVLA (yes I am about to do that.) Really he had no good reason for overstaying by 42mins. So it seems from what I have read that these days you don't just ignore. I have now received a reminder (to old address). What should I do? We have only got the letters because we are having them redirected but also don't want to get in trouble with DVLA for not updating them sooner - just forgot in the hassle of moving. I feel we may have missed the boat on appealing to the retailer. Feel like the easy option would be to pay this time but I am guessing that they wouldn't accept the original £40 now. Just don't want the stress.

failure to notify the DVLA , can result in a fine of upto £1000 , and bailiffs when you do not reply back to a simple thing like a COUNSIL parking ticket , however in your case you are seeing the afro that can be caused by a private company

OK, you can also attach a copy of that to your appeal. YOU need to appeal as registered keeper because you can't be held liable by a TPS Notice to Keeper - they do not use the right wording to hold keeper's liable.
Don't name your husband as driver!
Do use the blue writing BPA appeal template from the NEWBIES thread and add a line about the receipt proving that 'the driver' was a genuine patron.
If they don't cancel (or of the Store Manager or landowner doesn't - but try hard with that!) then TPS will send you a POPLA code as long as your appeal is within 28 days of the PCN, so don't delay.
A keeper can then win at POPLA, easier than a driver's chances because a keeper can cite the POFA 2012 and we have template POPLA appeals you can use at that stage.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

As advised I updated my address with the DVLA straight away - that night as registered keeper and for my driving licence - thank you pappa golf (could have been that this charge notice saved me a great deal in fines!)
Then did an online appeal using the instructions as advised by Coupon-mad and breathed a sigh of relief as I knew that this had bought me time. It was too late to call the store that night.
When I did call Dunelms in Wrexham the store manager was great. I thanked her for taking the call and was about to explain when she said, "parking charge?" She asked no questions about why I had overstayed or even if I had bought anything, just asked for the number from the notice and my reg number and said it could be a few weeks before I hear back. She also said that if another time I needed to stay for longer than two hours to go in with my reg number and they would give me a day pass.
Providing that all works out I feel very grateful and I don't intend to take up the offer of a day pass just not have my husband overstay again!
I will update when I hear anything back.
