NTC parking ticket

Dearest Sirs & madams,
Thanks in advance for reading.
SWIM got a ticket from Norwich traffic control for parking in Jarrold st Helens car park while rushing to visit a sick relative they put the ticket in their pocket rather than returning to the car to put it in the window & got landed with what may or may not be considered a punitive charge of £100.
Schedule 4, paragraph 7, section 2 subsection c of the PoFA states:
"(2)The notice must—
(c)inform the driver that the parking charges relating to the specified period of parking have not been paid in full and specify the total amount of the unpaid parking charges relating to that period, as at a time which is—"
As the "First seen at" section on the ticket is filled an "N/A" does this mean that the 'period of parking' has not been specified ergo rendering the notice invalid?
