If it is a cloned plate, I wouldn't bother telling the police!
I told the DVLA who also advised to me to tell police but and I went into the local station. They really couldn't have cared less.0 -

When I registered my car the dealer had 3 reg plates in a row like ABC ABD ABE - not impossible to be one digit along and have the same car if it's a popular model
My in laws bought a new car from dealer. Only 2 years down the line did they notice that the front and rear plates were 1 digit out so not the same reg. Easily done if someone isnt paying attention but doesn't sound like it was the case here.

Same here, when we bought our last couple of cars the dealership had a list of registration numbers they could use straight away, so obviously the chances are that several cars with similar models could end up with consecutive plates.0
