Hi everyone,
Hope you're all well.
I'm appealing an incorrectly issued parking ticket. The council (Bradford) have requested that I submit an online appeal, however now wish to communicate via post, stating 'it is a legal requirement for us to respond to appeals by letter and not e-mail'
Can anyone please confirm or refute this point?

I think you may be better to take this over to the experts on council/legit tickets at the Pepipoo Forum - Read the sign-up info and be ready to post redacted copies/text of all the communication you have had so far0

legally a letter written in say micros*ft word or open office writer or Macint*sh' pages is accepted as being a letter. Send it as an attachment to an email rather than just writing the text in an email and specify that you have attached a letter of appeal this way the appeal can be printed off as a letter and not as an email.Tis better to be thought a fool and remain silent
than to open ones mouth and remove all doubt0 -

Is it a big issue for you to receive their correspondence by mail? Even if it's not a legal requirement I can't see why they wouldn't be able to choose to send you communications only by mail. It'll take a day or two longer than email but I can't see why that would cause you any grief.0
